The project was approved by the plenary of the Assembly of the Republic without votes against and with the favorable votes of PS, PSD, PSD, CDS-PP, BE, PAN and the deputy of Chega, André Ventura.
According to the presidential decree, the state of emergency covers the entire national territory and lasts for 15 days, which can be extended.
The text sent by Marcelo Rebelo de Sousa to the parliament aims to obtain constitutional coverage for more comprehensive measures that prove necessary to be adopted to combat this public calamity, the Covid-19 pandemic, according to the decree, which is expected to come into force immediately after publication.
Some citizens’ rights and guarantees are suspended, such as freedom of movement or expression, but essential rights, such as the right to life, religious freedom or freedom of information, are maintained.
To avoid the risk of contagion with the new coronavirus, authorities may impose compulsory confinement at home or in a health facility “for patients, as well as the establishment of” sanitary fences.
The suspension of the right to strike is also expected if it compromises the functioning of critical infrastructures or the provision of health care in combating the Covid-19 pandemic.
The justification for this measure will be given by the President of the Republic in a message to the country at about 8 pm today.
The new coronavirus, responsible for the Covid-19 pandemic, infected more than 210,000 people worldwide, of whom more than 8,750 died.
