Portugal and Angola signed 13 agreements of “dynamization and cooperation”

Portugal and Angola signed 13 agreements to boost cooperation between the two countries in areas such as justice, teacher training, engineering, tourism, culture, social reintegration, legal medicine, health, science, innovation and the environment.

During the State visit of the President of the Republic of Angola to Portugal, which is currently taking place in Oporto, a partnership agreement was also signed for the “Reframing and Consolidation of the Health Research Center of Angola [CISA] / Caxito“, with with a view to “reactivating the activities” of that entity, “basing its future operation on principles and reference management tools for research centers in order to enhance their sustainability and ensure their stability.

Also in the health area, Portugal and Angola signed a memorandum that “aims to strengthen cooperation between the two countries in areas such as the training of health professionals, medical emergency, quality of medicines, including evaluation, authorization, licensing, supervision and laboratory control, primary health care, namely maternal and child health, and regulation of the pharmaceutical sector.

The two countries also signed a cooperation protocol between the Portuguese National Civil Engineering Laboratory and the Angola Engineering Laboratory to define “scientific and technical cooperation actions in areas such as the structural behaviour of buildings and bridges; dams and bridges, transport infrastructures, coastal erosion and silting of ports, water supply and sanitation.”

Another Memorandum of Understanding aims to “promote broad intergovernmental, inter-ministerial and inter-institutional cooperation between the two countries in the area of quality of training and management of teaching staff“.

In the fields of higher education, science, technology and innovation, a “declaration of intent” has been reached which “aims to stimulate the formation of a new collaboration platform” in those areas,launching and specifying partnerships for academic, scientific and of innovation between higher education institutions and scientific research and development institutions of both countries.

As far as culture is concerned, a protocol has been reached for “strengthening bilateral exchange in areas such as art and crafts, cinema and audiovisual, archives, libraries and museums, cultural, mobile, immovable, intangible and museological heritage, rights copyright and related rights, and literature and history.

In the area of the environment, the Memorandum of Understanding aims to “contribute to the medium- and long-term development of bilateral cooperation in the fields of environment and sustainable development in areas such as climate change, nature conservation, the management of wildlife resources and environmental education.

A memorandum of understanding between the Instituto de Fomento Turístico (INFOTUR) and Turismo de Portugal, I.P., in the field of Tourism, resulted in a state visit that began on Thursday in Lisbon.

The intention is “to strengthen bilateral cooperation to be established in the areas of tourism research and development, as well as ways of implementing such cooperation.

By 2020, Turismo de Portugal and the Tourism Promotion Institute of Angola now have a “plan of action” to “stimulate and deepen the cooperation relations in the field of tourism between Portugal and Angola, providing activities in strategic axes such as training and exchange of knowledge “.

Tourism of Portugal and the Ministry of Hotel and Tourism of Angola signed yet another plan of action, until 2022, “foreseeing activities in strategic axes such as the formation and internationalization of the REVIVE Program“.

In the area of justice, one of the protocols “aims to strengthen cooperation in the areas of penitentiary services, social reintegration, legal medicine, forensic science and criminal investigation through the provision of advice and technical assistance.

The other is to “foster cooperation in the field of justice through, inter alia, the exchange of experience and information between experts in the field of drafting legal norms and other legal texts, their practical use, as well as doctrine and other technical-legal publications “.

In the area of youth, the two countries have signed an agreement to “strengthen bilateral exchange“, through “increased institutional cooperation, youth mobility, joint studies on youth between their respective states and exchanges and partnerships in the framework of international projects “.
